An award-winning community-led approach to regeneration

Matrix Partnership’s leading role in Devonport’s regeneration is well recognised, with the practice being awarded the 2006 RTPI Sustainable Communities Award and 2007 Regeneration & Renewal Award for Best Use of Planning in Regeneration. The project is now substantially built.

Work started in 2003 with the preparation of the Devonport Development Framework, initially for the community-led Devonport Regeneration Community Partnership, set up to spearhead a £49m New Deal for Community programme, working closely with Plymouth City Council and other stakeholders. This was followed by a detailed masterplan for English Partnerships, which secured outline consent. The practice assisted with subsequent developer procurement and design briefing.

The release of two major Ministry of Defence sites acted as a major regeneration catalyst - presenting an historic opportunity to reinstate the community with a new heart, open up the waterfront, restore listed buildings and improve public spaces. 3,500 new homes and a wide range of health, education and employment facilities are incorporated. Much is now built, with Phase I securing the Building for Life Gold Award.
